Ship out or not before Chinese spring Festival

Customer from USA just sent the payment and expected to ship out the goods before holiday, the money haven’t arrived yet. But the bank slip was provided and verified.

The goods are ready to ship, but as per company’s rules, they can only ship the goods after full payment arrived. Shipping company closed for the holiday from 2nd, Feb.

So based on the bank slip information, should the exporter ship out the goods before or after Chinese Spring Festival?

Regular customer or new one? Check the bank slip carefully anx if without any problem, send it. From my side, just received  the deposit from my customer after 23 days later when she share with me the bank slip.
