USA customer opening mould question

Hello Chris,
We have been communicated for a long time with this USA customer, it's a Machining product, a real order, customer promised to pay mould fee in advance, after the sample approved, we can continue to talk about the order. but what about if customer asked us to send the mould to him(when the mould finished)?
The previous Negotiation Strategy based on customer place an order with a big quantity and our factory undertake the mould fees, but now he prefer to open mould inadvance and then samples.
We wonde if this USA customer only need the mould?

We had a USA customer opened mould but refused to pay balance payment several years ago.
The mould fee is high and we trust the customers a lot, thus started to open mould against the down payment.
That customer had no any reply about the balance payment and the mould.
Finally, we use this mould to produce bulk orders and sold on both Amazon, quite well.
USA customer always start a business by work out their ideas, never think about the possibility, so there might be a possibility that if the sample is not satisfied, they might be refused to move on this project indeed. but most of them would change the design or drawings time and time again. after sample approved will be a great project.
To avoid the risks, we can emphasize mould payment method to 100% in advance.
Customer also need to consider about the compatibility issues and we must have confidence about the machining cost here.
